“Unhappy Ending” for Spa Owner Running Suspected Brothel Network

Who doesn’t like a nice massage, except when it’s in violation of multiple pimping, pandering,
and sex crime laws and the cops come busting in.
According to Ventura County Sheriff’s Department spokesperson Det. Nan Jian, what appeared
to be a series of serene, legitimate spas offering skin treatments in Thousand Oaks and Lake
Forest turned out to be a lucrative front for “illegal commercial sex services.”
On November 13 in a highly-coordinated effort involving a litany of enforcement organizations
investigating the affairs of Thousand Oaks’ Swan Spa, detectives uncovered a reality far less
relaxing than the advertised spa experience. The task force involved personnel from the Ventura
County Sheriff’s Special Crimes Unit, the Ventura County District Attorney’s Office, the VCSD
Narcotics Bureau, Thousand Oaks Direct Enforcement Unit, Thousand Oaks Special
Enforcement Unit, TO Patrol Services, Camarillo Investigations Bureau, the FBI, and the
Ventura County Human Trafficking Task Force—among others—to execute search warrants at
multiple locations owned and operated by 44-year-old Yorba Linda resident Amanda Xia.
When those search warrants were served upon Xia’s multiple business locations, investigators
identified numerous male clients partaking in these services. Xia was taken into custody and transported to Ventura County Jail,
where she was booked on charges of pimping, pandering, and money laundering with bail set at
$100,000.
