On Tuesday, January 7, 2025, a report was made regarding a vehicle being stolen from the 1300 block of South Main Street. Later during the same day, the victim from the stolen vehicle returned home and found the garage to his residence had been entered and numerous items of property were stolen valued at approximately $1,500. Between the efforts of Officers and Detectives, two suspects were arrested on January 9, 2024, and some of the stolen property was recovered.

As the investigation into the vehicle theft and burglary progressed, Detectives identified the third suspect as Frederick Rhoades. On January 11, 2025 at 5:35 P.M. an Officer with the Porterville Police Department observed Rhoades leaving a residence in the 1300 block of West Morton Avenue. A traffic enforcement stop was conducted and Rhoades was detained. Porterville Police Department Detectives responded to assume control of the investigation and obtained a search warrant for the residence Rhoades was seen leaving. The search warrant was endorsed by a Tulare County Superior Court Judge.

Detectives made contact with the homeowner of the residence, John Chance, who was found to have active warrants for his arrest and he was taken into custody without incident. During the search, detectives located additional property that was stolen during the burglary. Detectives also located two rifles, ammunition, drug paraphernalia, and methamphetamine, which were determined to belong to John Chance. John Chance was also determined to be prohibited from possessing firearms and ammunition.

Frederick Rhoades was arrested for Burglary, Conspiracy, Vehicle Theft, and Possession of Stolen Property. He was later booked at Tulare County South County Detention Facility, where he is being held in lieu of $45,000.
John Chance was arrested for Possession of Stolen Property, Possession of Methamphetamine, Possession of Drug Paraphernalia, Prohibited Person in Possession of a Firearm, Prohibited Person in Possession of Ammunition, Possession of an Assault Weapon, and the confirmed arrest warrants. He was later booked at the Tulare County South County Detention Facility, where he is being held in lieu of $20,000 bail.

This was also submitted to the Tulare County District Attorney for filing review.
