8-hour Standoff Ends with Arrest

SANTA BARBARA, CA  —  A  47 year old Santa Barbara man, Donovan Madden, was arrested after an 8-hour-long standoff with police.
At approximately 8 a.m.  January 24 the Santa Barbara Police Department officers responded to reports of a man who had allegedly threatened and
physically assaulted multiple residents in an apartment building.

According to SBPD spokesman Lt. Antonio Montojo, when law enforcement arrived on the scene, Madden, 47,
promptly “retreated into his apartment and refused to come out.”

A co-response team, consisting of a senior police officer and a mental health
clinician were summoned to the scene. The co-response detail established phone contact with Madden in an effort to de-escalate the situation. Madden
repeatedly refused to surrender and “ended phone calls abruptly.” After nearly eight hours of negotiations, Madden finally surrendered at
approximately 4:45 p.m. without further incident.

Madden was taken into custody and transported to Santa Barbara County Jail where he was
booked on charges of assault with a deadly weapon, criminal threats and kidnapping among other charges.
