Work Program Participant Arrested:  Suspected Fentanyl Reportedly Discovered

OROVILLE, CA  —  ” On February 5, 2025, Butte County Sheriff’s Office (BCSO) correctional deputies received information that a Sheriff’s Work Alternative Program (SWAP) participant, was possibly planning to bring illegal narcotics to the Sheriff’s Office in Oroville.

On February 6, 2025, correctional deputies, and a correctional K9, supported by a patrol K9 and his handler, performed contraband searches of the Alternative Custody Supervision (ACS) and SWAP participants personal property and vehicles. Our K9 alerted to a vehicle belonging to a SWAP participant, identified as Carl Bly, age 55 of Oroville. A full search of the vehicle was completed, and over five ounces of fentanyl was located. A digital scale was also located, along with packaging consistent with the sales of narcotics.

Following Bly’s arrest, detectives with the Butte Interagency Narcotics Task Force (BINTF) served a search warrant at Bly’s residence and found additional fentanyl, methamphetamine, packaging consistent with the sales of narcotics, digital scales, drug paraphernalia, as well as a handgun. Bly was arrested for possession of narcotics for sale, transportation of narcotics for sale, being a prohibited person in possession of a firearm and ammunition, and an additional felony charge of bringing narcotics to the Butte County Sheriff’s Office. Due to the passage of Proposition 36, Bly also faces an additional five-year enhancement in state prison, for possessing over 100 grams of fentanyl.”
