Lakeport Police Arrest Two Suspects in Library Park Homicide Investigation

LAKEPORT, CA — Officer with the Lakeport Police Department recently responded to a reported shooting at Library Park on January 31, 2025, at approximately 9:18 p.m. Upon arrival, officers located an unconscious adult male victim who had sustained gunshot wounds. Despite life-saving efforts by Lakeport Police and the Lakeport Fire Protection District, the victim was pronounced deceased at the scene.
Law enforcement personnel from the Lake County Sheriff’s Office, California Highway Patrol, and Clearlake Police Department assisted in the investigation. Witnesses indicated that the shooting was not a random act, as the victim and the suspect were known to each other. Authorities are continuing their investigation.
The victim has been identified as 32-year-old Vicente Colacion of Lakeport. On February 2, 2025, officers arrested 33-year-old Joshua Jacob Tovar, also of Lakeport, on a charge of homicide in connection with Colacion’s death. Investigators determined that the incident stemmed from an earlier physical altercation between Colacion and 27-year-old Parker John Coggins at a local establishment. Coggins was initially arrested on February 1 on a homicide warrant, but his charges were later modified to assault with a deadly weapon for his alleged role in the events preceding the shooting.
The Lakeport Police Department credited the swift resolution of the case to the coordinated efforts of multiple agencies, including the Clearlake Police Department, Lake County Sheriff’s Office, and California Highway Patrol.
