“On September 26, 2021, at 10:35 p.m., Kern County Sheriff’s Office Deputies were dispatched to the 900 block of Cannon Avenue for a report of shots heard and a subject possibly down. Deputies arrived on scene and located a male adult suffering from a gunshot wound. Kern County Fire and Hall Ambulance personnel arrived on scene and attempted life-saving measures; however, the victim, later identified as Devontay Kelley (22), was pronounced deceased on scene.
Homicide Detectives developed probable cause to arrest Javell Waddell (25) for Kelley’s murder, and an arrest warrant was issued for Waddell’s arrest.
On September 29, 2021, Detectives located and arrested Javell Waddell in the 1200 block of East 9th Street, Bakersfield, CA. Waddell was booked into the downtown jail for PC 187, Murder.”
