“On November 22, at approximately 07:03 a.m., Marysville police officer(s) were patrolling the 1700 block of C Street when 51-year-old Phovong Borihanh of Olivehurst was observed underneath a vehicle lifted with jack stands. A Marysville police officer parked to investigate further when Borihanh ran to another car and fled.
Marysville police officer(s) pursued the vehicle to East 11th Street and Sampson Street. Borihanh stopped his car and fled on foot. Borihanh jumped the fence into a resident’s backyard, attempting to escape. Marysville police officer(s) were able to locate and arrest Borihanh quickly.
Marysville police officer(s) searched Borihanh, locating drug paraphernalia. Additionally, Borihanh’s vehicle contained battery-operated cutting devices, burglary tools, and gas siphoning materials. Through the investigation, Marysville police officer(s) found that Borihanh was cutting the catalytic converter away from the vehicle he was observed underneath.
After the investigation concluded, Borihanh was booked for 2800.2(a) VC, Fleeing with Willful and Wanted Disregard for Public Safety, 594 (b)(1) PC, Vandalism, 10852 VC, Tampering with a Vehicle, 148(a)(1) PC, Resisting Arrest, 466 PC, Possession of Burglary Tools, 664/487(a) PC, Attempted Grand Theft, 11364(a) H&S, Possession of Drug Paraphernalia, and a $25,000 felony arrest warrant for 10851(a) VC, Stealing a Vehicle. Borihanh remains in custody at the Yuba County Jail with a bail amount of $125,000 pending future court proceedings.”
