Newly released prisoner acting erratically arrested with meth pipe

“On 11/30/2021 at about 11:00am, Redding Police Officers were alerted to a suspicious male in the area of Eureka Way and Court Street in Redding.
The male was reported by an off duty employee of the California Department of a Corrections and Rehabilitation (CDCR), who reported the male was walking the street, acting odd and wearing a CDCR prisoner outfit.
RPD Officers contacted Michael Woodruff, 34 years of Redding in the area acting bizarre, observing him using his hands to simulate a gun towards passing vehicles. It was quickly determined he was under the influence of narcotics and was found in possession of a methamphetamine smoking pipe.
Officers learned that Mr. Woodruff was released from State Prison and was returned to Redding the evening prior and had already found the opportunity to find and use narcotics. He is on active parole for sex offender violations.
Mr. Woodruff was sentenced in December of 2020 to a two year prison sentence and was released after 1-year. He was promptly arrested on a parole violation and fresh charges.
