Indiana State Police: Suspect Arrested in 2017 Murders of Abigail Williams and Liberty German

The Indiana State Police have announced an arrest in connection to the murders of Abigail Williams, 13, and Liberty German, 14, in 2017.

50-year-old Richard Allen — of Delphi, Indiana — was identified in a press release from the Indiana State Police as the primary suspect in the murders of Abigail Joyce Williams and Liberty Rose Lynn German. The two were reportedly found dead near the Monon High Bridge Trail in Delphi on the morning of February 14, 2017, after having been reported missing the day before.
Shortly after their deaths, law enforcement launched the Delphi Double Homicide Task Force — a multi-agency law enforcement entity dedicated to pursuing the investigation until the killer was brought to justice, police said.
And so it went until just over five years later when, on October 26, 2022, law enforcement identified and arrested Allen. On Friday, October 28, he was formally charged with two counts of murder. He remains in custody at the White County Jail and is not eligible for bond, police said.
The investigation involved efforts from multiple police agencies, including the Indiana State Police, Carroll County Sheriff’s Office, Delphi Police Department, Carroll County Prosecutor’s Office, U.S. Marshals, the FBI, and other federal and local agencies.
