On December 6th, 2022 Tulare Sheriff’s Deputies of the AG Crimes Detective Unit responded to a call about suspected animal abuse.
When they arrived at the reported location, detectives found a shocking scene. There were many animals in various stages of abuse and malnourishment. This included 48 horses, 13 cows, and more than a dozen dogs and puppies. All the animals found were in need of immediate veterinary attention and were sent to the Pacific Crest Veterinary Clinic after animal control was notified.
2 horses and 1 cow were in such bad shape that they had to be euthanized immediately.
The majority of the horses and cows were in desperate need of urgent care. Animal Control and Veterinary Services made plans to establish safety and health for all of the animals that were taken from the property.
The owner of the property and the animals was identified as Cesar Flores (51) of Lindsay. He is being charged with at least 40 counts of animal cruelty and neglect. The case is being forwarded to the Tulare County District Attorney’s Office.
