Two Arrested on Suspicion of Murder in Connection to Burned Body Found in Solano County

The Solano County Sheriff’s Office recently announced the arrests of two people on suspicion of murder in connection to the discovery of a body in an unincorporated part of the county.
In a press release distributed at the very end of March, the Sheriff’s Office identified 38-year-old Wendy Warren and 39-year-old Emmanuel Justin, both of West Sacramento, as the prime suspects in the murder of 35-year-old Theodore Washington. Warren and Justin were arrested on the morning of Tuesday, March 28.
The day before, on March 27, several people in Vacaville reported seeing a small fire in a field in the area of Elmira Road and Tulip Street, near the roadside. Fire personnel responded to the area, near the city/county line, and discovered that a human body had been set on fire.
Deputies and detectives from the Sheriff’s Office responded to the scene. Investigators noted that the remains were those of an adult male who appeared to have suffered severe facial and head injuries, in addition to the burns covering much of his body.
Originally listed as a John Doe, the man was eventually identified as Theodore Washington of Sacramento, the Sheriff’s Office said.
Investigators reviewed footage from Flock Safety cameras in the area and were able to identify a vehicle believed to be involved in the case. That same night, police in West Sacramento stopped the vehicle and radioed Solano County detectives, who responded to the scene of the stop.
Investigators questioned the occupants of the vehicle — later identified as Warren and Justin — and determined that, days earlier, the two had allegedly lured the victim to an undisclosed location in West Sacramento, where the murder was committed.
The two then waited four days before attempting to dispose of the body on Monday, March 27, the Sheriff’s Office said.
Both Warren and Justin have since been booked at the Solano County jail on suspicion of murder.
