Man Arrested in Connection with Multiple Fraud Cases in Yuba-Sutter Area

A Sutter County man has been arrested in connection with several cases of alleged fraud.
According to a press release by the Yuba City Police Department, the Yuba-Sutter Narcotic and Gang Task Force (NET-5), assisted by Yuba City PD and the United States Postal Inspection Service, served a search warrant in Yuba City near the 300 block of River Oaks Drive on August 24. The warrant was a result of a months-long, ongoing investigation into alleged fraudulent activities linked to 44-year-old Justin Cannon.
Cannon has reportedly been identified as a suspect in multiple fraud cases in the Yuba-Sutter area.
Police say that, inside the residence, investigators discovered a sophisticated counterfeiting operation led by Cannon and accomplices. The operation involved assembling personal identifying information of individuals to produce counterfeit checks and identifications for illicit financial gains.
The search also turned up counterfeit IDs, fake checks, printing equipment, laminators, a firearm, ammunition, methamphetamine, drug paraphernalia, and burglary tools.
Three people were arrested during the search.
Cannon was arrested on the warrants, as well as charges of possession of personal information with intent to defraud, being a felon in possession of ammunition, and possession of methamphetamine. 42-year-old Adam Duncan was arrested on suspicion of being a felon in possession of a firearm, felon in possession of ammunition, and possession of methamphetamine and drug paraphernalia. 40-year-old Brandy Skutley was arrested on suspicion of possession of drug paraphernalia.
Investigation efforts continue as authorities work to identify victims from the substantial amount of fraud-related material collected during the operation. The case is to be presented to the Sutter County District Attorney’s Office.
It was unclear at press time whether any of the suspects had retained an attorney.
All persons arrested on suspicion of a crime are presumed innocent until found guilty beyond a reasonable doubt in a court of law.
