Bond Set at Over $1 Million for Man Accused of Raping Elderly Richmond Woman

RICHMOND — Eduardo Moreno, a 30-year-old resident of Richmond, is in custody at the West
County Detention. Moreno allegedly raped an older woman. A judge set bond at $1,020,000.  Moreno has a hearing set for Oct. 28.

Richmond police placed Moreno under arrest on October 11. His incarceration results from an
investigation of a sexual assault of the “elderly woman.” This attack occurred on October 5 at 5:50 a.m.
It began while the victim was waiting at a bus stop on San Pablo and Barrett avenues.
A prepared statement from Contra Costa County District Attorney’s Office describes what happened to
her.

The victim first asked Moreno to stop masturbating at the bus stop. “Moreno, angered, grabbed
the victim, and forcibly dragged her into a nearby alley, where he raped her,” officials said.
Officers obtained evidence of the incident, which helped lead to Moreno’s eventual arrest. He was
subsequently charged with committing the following four felonies –

* Forcible rape PC 261(A)
* Kidnapping for robbery or sexual purposes PC 209(B)
* Sexual Battery by restraint PC 243.4(A)
* Special allegation sex crimes – aggravated circumstances PC 667.61 (A) (D)

Moreno has a lengthy arrest record. He has been arrested 10 times since 2017. Two of his prior
arrests involve carrying a concealed weapon and child endangerment. Moreno has six previous
arrests involving indecent exposure and lewd acts.
