Operation Boo: Compliance Check Ends with Five Arrests for Probation and Parole Violations

“On October 31, 2024, the Shasta County Sheriff’s Office partnered with the Redding Police Department, the Anderson Police Department, Shasta County Probation, and California State Parole Agents to conduct Operation Boo, a statewide operation in which probation and parole compliance checks of registered sex offenders are conducted.
The operation was modeled after the California Department of Corrections “Operation Boo” where sex offenders on probation or parole have special conditions imposed on them during Halloween to discourage their contact with children. The special conditions include having all exterior lights of their homes turned off, no Halloween decorations of any kind, and they cannot offer Halloween candy. They also have a curfew between the hours of 5 p.m. and 6 a.m., during which they must remain inside of their residences and cannot answer their door for anyone other than law enforcement.
During the operation, a total of twenty-five compliance checks were conducted on offenders throughout Shasta County and five of those offenders were found to be in violation of the terms and conditions of their probation/parole status and were arrested and booked into the Shasta County Jail:
• Orville Murphy, 23 years old of Anderson, was arrested for violating the terms and conditions of his probation.
• Marcus Jackson, 27 years old of Anderson, was arrested for violating the terms and conditions of his probation.
• Darren Walker, 60 years old of Redding, was arrested for violating the terms and conditions of his parole.
• Gary Elrite, 58 years old of Redding, was arrested for violating the terms and conditions of his parole.
• Daniel Munger, 48 years of Redding, was arrested for violating the terms and conditions of his parole.”
