CONCORD — Detectives acquired evidence from the Federal DNA Database to identify and arrest a
suspect in a cold case rape investigation. The suspect, Michael L. Evans, 50, is being held in custody in Los Angeles for
unrelated charges, pending extradition to Contra Costa County. The Los Angeles resident allegedly raped a woman in Concord 24 years
ago. The quadriplegic woman was attacked December 6, 2000, inside her apartment on Monument
Boulevard.
Concord police said in a prepared statement, “at the time, detectives collected DNA evidence from the
scene, which was entered into a national DNA database. Despite exhaustive efforts and follow-up on
multiple leads the case went cold.”
In October, Evans was arrested by Santa Monica police for parole violation and possession of drug
paraphernalia. Shortly afterward, detectives from Concord Police Special Victims Unit obtained a DNA
match, identifying Evans as the suspect in the cold rape case. Concord PD obtained a warrant to
arrest him while he was already behind bars in Los Angeles.
The Contra Costa County District Attorney’s Office filed charges against Evans on November 25. His
charges include rape of an unconscious person, forcible rape, and two related enhancements. Evans
is presently housed at the Twin Towers Detention Facility in Los Angeles. A judge set his bond at $1
million in the rape case.
Evans is a frequent offender. Since 2013 he has been arrested 27 times. Many of his prior arrests
involved parole violations. Evans also has prior arrests for illicit drugs, failure to register as a sex
offender, indecent exposure, among other offenses.
