Solano County Sheriff’s Sergeant John Arabia, on routine patrol around 4 am on the morning of January 21, observed near the intersection of Suisun Valley and Rockville Roads the driver of an automobile allegedly commit a variety of vehicle code violations, and initiated a traffic stop.
A Solano County Sheriff’s Department press release did not specify the vehicle code violations, but indicated a man and woman, Williams Burges III, 35, and Honora C. Herrington, 27, occupied the vehicle at the time of the traffic stop. The press release further stated that Burges, a transient, and Harrington had recently been released from jail on “Post-Release Community Supervision” (PRCS) status. Thus, the duo were subject to search and seizure without probable cause or a warrant.
In the vehicle, Sgt. Arabia discovered a variety of items he thought might have recently been stolen. Some of these items had labels which identified a victim. Arabia later contacted the victim, who checked his vehicle and discovered it had been burglarized sometime the previous night. Arabia also found several pieces of mail with Cordelia addresses near where they had parked the vehicle.

Sgt. Arabia contacted Fairfield police, who talked to the vehicle burglary victim; they positively identified some of the items discovered in the vehicle occupied by Burges and Harrington as belonging to him. Police then arrested Burges and Herrington. They are currently lodged at Solano County Jail on vehicle burglary, possession of stolen property and conspiracy charges without bail since they violated their PRCS.
