Two suspects were recently arrested on suspicion of grand theft and other charges thanks to teamwork between Roseville Police officers and community members, according to an official weekly crime report issued by the Roseville Police Department.
Malcolm Tommy O’Neal, 51, of Sacramento, and Dawn Marie Shell, 46 of Roseville, were arrested on suspicion of grand theft, possessing stolen property and conspiracy. O’Neal is reportedly still in custody in the Placer County Jail on $75,000 bail, and Shell was reportedly in jail but has since been released with a future court date.

According to Roseville PD, on Saturday, December 27, a woman was loading shopping bags into her car in the 1400 block of Lead Hill when she noticed that her purse and cell phone had disappeared from her shopping cart. She asked a couple in the car next to her about it, and they quickly drove away. The victim and her son reportedly wrote down the license plate number of the suspicious car, started tracking the stolen phone using a “find my phone” app, and contacted Roseville PD.
The store’s loss prevention officers responded and showed officers surveillance photos of the couple connected to the suspects’ car. Dispatchers researched the license plate number of the suspect vehicle, giving officers more descriptive information about the car and some potential addresses to check.
According to Roseville PD, exactly 30 minutes after the first call to police, officers greeted the suspects — later identified as O’Neal and Shell — as they arrived at a house in Citrus Heights. Both Roseville and Citrus Heights police officers reportedly recovered most of the victim’s stolen property and returned it to her.
