A homeless Madera man, Steven Liscano, 39, was arrested last Thursday for disrupting school activities, according to a Madera County Department of Corrections report. This misdemeanor charge is commonly levied when someone appears on school grounds without any lawful business there, and will not leave when asked or told to do so. It may also apply to those who show up again after previously being told to leave, or even to the extent of threatening the physical safety of a child at the school, or in transit to or from. He was also charged on an outstanding bench warrant for interfering with an officer.
Liscano had been arrested on similar charges by Madera Police less than two months prior to this incident, on April 14. He had also been charged with resisting or obstructing an officer when he was arrested at the Pizza Hut on Country Club Drive, also by Madera Police, in June of last year.
Liscano’s past records show an ongoing struggle with substance abuse. He was subject to supervised release from a narcotics addiction program in February of 2008. But by August of 2010 he was arrested for possession of a controlled substance, and falsely impersonating another to make that person liable. He faced a parole violation charge in 2011, and a possession of drug paraphernalia charge in 2012. In January of 2013 he was charged with public intoxication.
Bail was set at $25,000 for his latest offenses, and he reportedly remains in custody pending his next court appearance.
