Petaluma PD Responds to Shooting and Makes an Arrest at Hash Oil Operation
PETALUMA – According to a Petaluma Police Department Advisory on Tuesday, October 6, officers responded on Monday night at 9:40 pm to reports of shots fired in the vicinity of Madison Street between Ellis Street and Arlington Drive. The location is near McKinley Elementary School.
About four to five shots were likely exchanged between the occupants of vehicles racing in the area. No injuries were reported in the vicinity, however one stray bullet entered the kitchen of a house on Burlington Drive.
The suspect parties are unknown. Anyone with information concerning this incident is asked to contact Detective Nick McGowan at 707-778-4456.
Police investigated a home on Coronado Drive after a burn victim was sent to the hospital.
In a second incident on the same day, and less than a mile away on the opposite side of Highway 101, it was reported that Petaluma officers were investigating a report of a man who had sustained burn injuries in a residence in the 400 block of Coronado Drive. According to the second police advisory, the man is in stable condition at a Bay Area hospital. His injuries were believed to have been the result of an accident.
Further investigation resulted in the arrest of another resident of the home for manufacturing hash oil, a controlled substance. The suspect was identified as 33-year-old Cooper Joseph Winters of Petaluma. He is charged with manufacturing a controlled substance, possession of heroin, possession of drug paraphernalia and a violation of probation. Winters has been booked into the Sonoma County Jail.

Winters has been in trouble before, and lost his position as a pharmacy technician due to a drug related arrest. According to records from the California Board of Pharmacy, he had been parked on Hemlock Alley in San Francisco on May 15, 2010. The area was known by police as a frequent scene of auto theft and narcotics use. Officers found him there nervously attempting to hide a baggie in his pocket, which contained a white powder. It was identified as “cocaine salt” and he was arrested for possession of a controlled substance. As a result of that incident, he lost his registration as a pharmacy technician effective April 12, 2012.
That was not his first arrest, however. Records show that in April of 2005 he was charged with possession of more than 28 grams of marijuana or concentrated marijuana, and with the sale or furnishing of marijuana. More recently, in September of 2013 he was arrested for petty theft.
